Oregon and other West Coast states are seeking to promote low-carbon fuels to displace petroleum-based fuels in the transportation sector, which would cut down on air pollution and reduce greenhouse-gas emissions. The project also threatens to disrupt a delicate system of dikes and levees that manages water levels for thousands of acres of farmland, which farmers fear could put them out of business. While NEXT touts its green credentials, the environmental impact to the area could be enormous, posing risks to the Columbia River estuary.
